2005 – 2008 strategic action plan of the Center for Peace - Vukovar

 

Center’s strategic action plan follows the strategy and intensions of the Government of the Republic of Croatia aimed towards Croatia EU membership perspectives. The action plan directions are adjusted to the need of meeting political criteria for Croatia’s EU membership, and the need for non-governmental organizations, particularly those active in the field of promotion and protection of human rights, to make their active and constructive contribution and to take a part of responsibilities in achieving standards necessary for the membership of the Republic of Croatia in EU.

Plan of the Center is to direct strategic action towards continuation, intensifying and increasing professionalism of its work in the following, mutually linked areas:

1.         Promotion and protection of human rights; with the emphasis on the rights of persons belonging to national / ethnic minorities, and on resolution of refugee / displaced persons’ problems 

The Center will continue to provide assistance and legal counseling, in accordance to the law, to vulnerable categories of population in need. Activities of the Center will be directed towards promotion and bringing’ of relevant international standards down to the national and local levels, and raising of problems from local to national level, and, when necessary, to the international level. Monitoring situation of human/minority rights, advocacy and reporting remain the key activities of the Center. The Center will continue with the implementation of education programs and the exchange of relevant experiences. According to the situation, the Center will monitor the implementation of Regional Sarajevo Declaration on resolving refugee / displaced persons problems, signed by the Republic of Croatia, Bosnia and Herzegovina and Serbia and Montenegro on 31 January 2005, and will provide its active contribution in implementation of the Declaration principles.

2.         Strengthening the rule of law with the emphasis on professional, effective and transparent work of the judiciary, State Administration bodies and other relevant institutions; fulfilling international obligations by the state institutions

The Center will continue and intensify monitoring of the judiciary and State Administration institutions’ work. Activities focused on monitoring of the fulfillment of international obligations include monitoring of the realization of international treaties that the Republic of Croatia is party to, and promotion, advocating and monitoring of the implementation of relevant international treaty bodies’ recommendations, opinions and resolutions. The Center plans to initiate and participate in production of several alternative reports on implementation of international treaties in the Republic of Croatia.

3.         Development and strengthening of the preconditions for sustainable social-economic development

This strategic aim / field of work is closely linked to other aims / fields of work and activities planned to be implemented within their framework.

4.         Strengthening inter-sector and intra-sector cooperation, and more efficient and transparent participation of the civil sector and the citizens in decision-making processes of the significance for entire society

5.         Contribution to the regional cooperation and integration of the Republic of Croatia in the European Union

The Center will continue to participate in relevant regional projects that could contribute to better quality regional cooperation and overcoming of parts of problems that exist in the Region.

6.         Further strengthening of Center’s human capacities; Development of structures for adequate and sustainable activity; Increased visibility of the Center at all levels

The Center for Peace staff will continue to participate in relevant educational programs; to secure presence and active participation in relevant national and international forums; and to cooperate with the media, to implement media projects and to provide information through Center’s web page.
